About the stamp design:  Pictures eight top hats in Uncle Sam’s signature style (red and white vertical stripes above a blue band with a white star and gray brim). Beneath each hat is an oval in different colors representing the racial and ethnic diversity of the United States. Designed by Antonio Alcalá.
